Navy Yellow
The Naval Sea Systems Command, the largest systems command of the Navy for five years, has introduced a program called NAVSEA Lean. The program is based on a business improvement methodology called Lean Six Sigma (LSS.) LSS is a merger of two Toyota models based Business Transformation, Six Sigma and Lean Manufacturing. Through data collection, data analysis and solution finding the two models are designed to eliminate waste in terms budgets too expensive, not stages of binary, making defective products and the slow speed. The final result, when the system works, stream is bordered process that offers better service.
Lean Six Sigma projects are managed by leaders called Black Belts within the organization. Lean Six Sigma undergoing intensive training in management, the Black Belts are responsible for leading teams of the Greenbelt. Black Belts are rumor to save hundreds of millions of dollars on projects with which they are incurred and a typical project takes about six months. Since its instigation, the LSS has played a role in streamlining the procurement process of marine, reducing decision times and accelerate and economize on the "balance basic test procedures.
The decision was made in 2004 to introduce Lean Six Sigma initiatives in NAVSEA (Naval Sea Systems Command.) To date, its application has been broad, with 30 organizations NAVSEA part of the initiative. Following the initial introduction, the Results were even more impressive. Significantly, the initiative has been held directly responsible for the rescue of two hundred million U.S. dollar before the start of the second year of its implementation.
It was Toyota, which introduced the system that created the LSS. Curiously, it seems that now the Navy is responsible for export LSS nation where the concept was born. It seems somewhat ironic that U.S. Fleet and Industrial Supply Center in Yokosuka, have a fully integrated LSS program for which training is conducted in English and Japanese.
In line with Lean Six Sigma in services successes of other services of the United States, the Department of the Navy (DON) reached the conclusion that they needed to integrate Lean Six Sigma in their training portfolio. As such, in 2006, they took measures to legitimize their internal processes for training in partnership with the global authority on quality, the American Society for Quality (ASQ) to develop a measure of Lean Six Sigma Black Belt certification.
A plan to three-year Action requiring high LSS leaders to place atop their toolbox of problem solving has been issued by the Secretary of the Navy personally crossing examine its management team to determine how they apply the method to solve their most pressing problems. There is an expectation, evidence in many cases, the benefits of LSS include faster transactions and decisions, quality control, cost savings and improved record Security. The following is quoted directly from the "Statement of the Honorable Donald C. Winter, Secretary of the Navy before the utilities commission Senate Armed - February 28, 2008. Under the heading "Management Process Improvement," he writes,
"Further Information on our acquisition improvement initiatives is our commitment to improve the process improvement within the Department of the Navy to increase efficiency and
efficient and responsible use of resources. The Enterprise Resource Planning (ERP) Program scheduled for implementation throughout the Department, began the initial implementation at the Naval Air Systems Command in October 2007. This an integrated business management that modernizes and standardizes business operations and provides management visibility across the enterprise. The Department continues to defend the use of Lean Six Sigma as the primary set of tools as a means of increasing willingness to use resources effectively. More than 4420 officers have completed training Lean Six Sigma, and there are over 2000 projects. The Ministry of Finance Program Improvement ERP builds and strengthens oversight of financial reporting. The Marine Corps expects to be the first military action to be fully ready for audit.
A major process improvement initiative to ensure that the Department applies the basic tenets Company at its direction is the secretary of the Navy's Monthly Review (SMR). The RSM is a forum of senior management, involving CNO, CMC and secretaries assistant, designed to provide greater transparency between the department and set in motion actions that collect the maximum effectiveness and efficiency for the department. The SMR reviews a portfolio of most of the departmental activities and programs affecting labor, availability, acquisition, infrastructure, etc. using Lean Six Sigma tools and other business tools, the forum reviewed the most urgent issues and discuss and implement appropriate solutions. Ultimately, this interaction per month is a way to synchronize the Department's actions to address global problems complex, strategic goals, and better positioned to meet the challenges in the future. "
This document is irrefutable proof that the Lean Six Sigma stamp of approval has been written indelibly in the naval policy. We can only wait with interest to stories analyzing his legacy.
