How do I find funds to build an awareness program for youth (white and native) a small town?

I have experience to build a program but have no idea how I could possibly get funding or that I would write or anything. ideas? It is an inland city in BC

Before filing any document, you need a very passionate group of people who support your idea and provide seed money and sit on the board, you need to get letters of support from existing organizations saying this program is necessary you need to have data that shows your target group is in need whatever service you want to provide and they are not served otherwise, and you need to have a project that the budget for your first year should look like (what expenses you expect to incur, what you expect to pay staff, etc.) This site contains information on starting such a program in both the USA and Canada http://www.managementhelp.org/strt_org/strt_np/strt_np.htm
